How to Ship Machinery to Nigeria: A Professional Guide to Freight Forwarding, Customs Clearance & Delivery

Importing machinery into Nigeria is not simply a matter of booking a vessel, receiving a Bill of Lading and clearing the cargo at the port.

For industrial machinery, production equipment, construction equipment, agricultural machinery, medical equipment, oil & gas equipment and other capital assets, the logistics process begins before the supplier releases the cargo.

The machinery must be correctly identified and classified, its regulatory requirements understood, its shipping characteristics assessed, documentation aligned, transportation method selected and destination clearance planned before it arrives in Nigeria.

A mistake made at the procurement or pre-shipment stage can translate into additional freight costs, documentation amendments, customs queries, storage charges, examination delays, regulatory complications or expensive inland transportation problems.

1. Start With Pre-Shipment Assessment — Not Freight Booking

One of the most expensive mistakes an importer can make is to ship first and ask questions later.

Before your supplier releases the machinery, your freight forwarder should have sufficient information to assess the shipment.

At minimum, obtain:

  • Commercial invoice or proforma invoice
  • Detailed packing list
  • Manufacturer and model
  • Technical specifications
  • Dimensions and gross/net weights
  • Country of origin
  • Country of shipment
  • Intended use
  • Serial numbers where applicable

For complex machinery, photographs and technical specifications can be just as important as the invoice.

A professional forwarder should be able to understand what is being shipped before advising how it should be shipped.

2. Get the HS Classification Right

HS classification is one of the most important elements of machinery importation.

The classification of a machine can affect:

  • Customs duty
  • Import taxes and levies
  • Regulatory requirements
  • Documentation
  • Eligibility for certain concessions or exemptions
  • Customs valuation and assessment
  • Clearance procedures

It is therefore risky to assume that every machine belongs to one generic machinery heading.

Many machinery products may fall within Chapter 84 or other chapters depending on their function, construction, components and intended use. The specific product and its technical characteristics determine the appropriate classification.

This is why the HS code should be established before shipment, rather than attempting to resolve classification after the cargo has already arrived.

3. Understand Nigeria’s Import Documentation Requirements

Machinery imports are generally subject to Nigeria’s import documentation and customs processes.

The Nigeria Customs Service identifies Form M registration as a mandatory import process, regardless of whether foreign exchange is involved. The Pre-Arrival Assessment Report (PAAR) is also a key part of the import process and is used in assessing duties before cargo arrives.

Depending on the transaction, your documentation may include:

There is no universal “machinery clearance document.”

4. Determine Whether Regulatory Approval Is Required

Machinery may interact with different regulatory frameworks depending on its nature and application.

Standards Organisation of Nigeria (SON)

Certain machinery and equipment may fall under SON’s regulatory framework.

SONCAP is applicable to regulated imported products and involves conformity assessment and certification. SON states that the Product Certificate and SONCAP Certificate are used in connection with Form M and Customs clearance respectively for regulated products.

However, not every machine should automatically be treated as requiring the same SONCAP procedure.

SON also provides an Import Permit route for certain categories, including industrial machinery imported by bona fide manufacturers, project-specific items and certain non-commercial imports.

This is precisely why pre-shipment regulatory assessment matters.

Importantly, SON announced that from 27 March 2026, applications for Import Permits and the activation of SONCAP-related certificates for Form M, PAAR and cargo clearance moved into the National Single Window framework.

Other Regulatory Agencies

Depending on the machinery, other agencies may become relevant.

For example:

  • Medical equipment may involve NAFDAC requirements.
  • Petroleum-sector equipment may involve sector-specific regulatory requirements.
  • Telecommunications equipment may require applicable approvals.
  • Agricultural equipment may have specific regulatory considerations.
  • Chemicals, equipment containing hazardous substances or dangerous goods may require additional controls.

The correct approach is to identify the regulatory status of the particular machine—not to rely on assumptions based solely on its name.

5. Choose the Correct Freight Mode

Machinery should not automatically be shipped by sea.

The appropriate mode depends on:

  • Weight
  • Dimensions
  • Urgency
  • Value
  • Destination
  • Availability of equipment
  • Nature of the machine
  • Handling requirements
  • Total landed cost

Air Freight

Air freight can be appropriate for:

  • Critical replacement parts
  • Small machinery

Sea Freight

6. Pay Attention to Packaging and Export Preparation

Machinery can suffer damage long before it reaches Nigeria if it is poorly prepared for international transportation.

  • Is the machine export packed?
  • Is the equipment protected against moisture?
  • Are sensitive components secured?
  • Does the packaging support lifting and forklift handling?
  • Is the machine adequately braced?
  • Are loose components separately packed?

  • Is fumigation or treatment required for wooden packaging?
  • Are lifting points clearly identified?

For heavy machinery, packaging is not merely about appearance.

7. Understand the Incoterm Before You Commit to the Purchase

Your supplier’s quotation may state:

EXW, FCA, FOB, CFR, CIF, DAP, DDP or another Incoterm.

Do not treat these terms as simple price descriptions.

They determine the division of responsibilities between buyer and seller, including elements such as transportation, risk and certain costs.

For example, an EXW purchase may require the Nigerian buyer to arrange transportation from the supplier’s premises, while an FOB arrangement places different responsibilities around the export side and main carriage.

For machinery purchases, the difference can materially affect your logistics budget.

Therefore, your freight forwarder should review the commercial terms before you finalise the transaction where possible.

8. Build a Total Landed Cost, Not Just a Freight Budget
